Dog care / advice.

We have a 18month old rough Collie. He constantly howls and barks when he is out in the garden. Even more so if the neighbours are out. It has got to the poin where our long sufferring neighbours have started to complain. He unfortunatly is left locked in our kitchen from 8.30am after his walk till 5pm when we both get home from work. If we are doing him harm we would appreciated you being as blunt and honest with us as possible as we dont want him to suffer if he already is. We are at our witts end and dont really want him to leave our family. Any advice would be greatly appreciated.
