Lick Granulomas

Rex has had a history with stress/anxiety and skin allergies. He has recently had a flair up with the lick granuloma on his front legs. I've tried using large bandages, nasty tasting strips to prevent licking and punishing him, however he won't stop licking. Just when it starts to get better from treatments he seems to go right back to work on the spot making it worse again. I am beyond frustrated by this...is there anything else we can do to stop him. By the way, he is always hungry and is on a diet to loose around 20 lbs since I allowed him to get overweight this winter by overfeeding him.
