constant licking

sidney has been having an on and off problem with her leg for a year.

She licks it all the time in the same spot in the "arm pit" of her light leg. She is some times lame and then it goes away.

We had a lump removed and she was OK for a month but now it fills with fluid and she bites/licks it open again.

We have put a cone collar on her for 4 weeks and she just starts licking it again when we take it off.

We have given her antibiotics three times for infection.

What is it???
