flea shampoo, Puppy, safe?

I have a 9 week old rottweiller puppy, which I discovered fleas on her upper back legs, hip area.
Is it safe to give her a flea bath or drops even when the shampoo, and drops say 12 weeks?

Symptoms: Itching & Scratching
