Sore on throat area under neck

We noticed that her collar was stuck to something under her throat area and assumed it was a new treat that we had given her. After closer inspection I saw a big brown mass and cut it away. After applying a wash cloth and washing away the area (which had a foul odor) there was a seeping red sore underneath. I administered a salve I had in the house and this morning it is turning brownish again and so I don't know what the problem is. What can I do until I can take her to the vet tomorrow! Thank you!

Symptoms: Head Tilt, Lethargy, Sneezing
